Under Texas Commission on Environmental Quality rules, no one may sell, design, install, alter, repair or service a landscape irrigation system without a TCEQ licence — a Landscape Irrigator, or an Irrigation Technician working under the direct supervision of one. Texas irrigation rules also govern permitting, backflow protection, and the documentation the homeowner is entitled to receive for the system.
When that is done properly, the system passes inspection, the buyer gets paperwork that means something, and the warranty conversation two years later is short. When it is not, the cheapest bid on the lot turns into the most expensive one in the file.
Ask every irrigation sub for their license number. It takes one line on a bid sheet and it is the single easiest quality control you have on this trade. Ours is TCEQ Licensed Irrigator LI5654.
